The project draws up a plan of work organized within seven work packages. Three workpackages (WP4, WP6 and WP7) span the whole project life cycle while other work packages have specific timing within the project time plan. The project partners are expected to deliver 31 different activities within three years in order to achieve all project goals.

Inception phase of the project relates to identification of the current MNU internal and external practices and boundaries and identification of best practices around the world, as well as contextual factors and local needs and demands for e-learning innovation as potential inputs to the decision-making processes which will follow in the development phases (WP2 and WP3).

Within the project it will target professional development of teachers and decision makers (management) of MNU. But we envision its potential to be further scaled to a full 2-cycle degree programme for students of education, future teachers which would result in much broader application of e-learning and influence the whole education system in Maldives. This will be further investigated within the development and acceptance of the sustainability plan within the project.

WP3 will propose the needed changes including refining or re-prioritising policy and organisation-level, instruments and objectives, tracking result chains of different policies and organisation practice to e-learning development impacts. Within WP3 will be established an institutional framework for comprehensive development of e-learning at MNU.

Quality assurance process follows the European Foundation for Quality Management (EFQM) Excellence Model which is adapted to take into account the objective of creating a self-sustainable programme by the end of the project.

Pilot implementation of the study programme for one academic year (2 semesters). Development and acceptance of the sustainability plan to ensure study programme stays live and in accordance to MNU strategic plan after the project implementation.

Dissemination activities will be focused on two target groups: on primary (MNU and project partner institution staff) and on secondary target group (general public on national and international level interested in advancing higher education and e-learning).

Project management will comprise the day-to-day management and communication at consortium level as well as with the contracting authority. This will include overseeing all aspects of quality assurance, risk assessment, financial reporting including audit. It will also include ensuring the full participation of partners in quick and efficient decision making.
